Newsom To Halt Death Penalty Executions

"California voters rejected the measure by a margin of 53% to 47%".

Newsom said the death penalty was not a deterrent, wasted taxpayer dollars and was flawed because it is "irreversible and irreparable in the event of human error".

That same year, they voted by a wider margin against a ballot measure to abolish the death penalty in the state altogether.

Marc Klaas, a prominent victim's rights advocate, said Newsom told him personally Tuesday of his intention to sign the order in Sacramento, and he is not happy. Although Newsom has the constitutional authority to grant reprieves to condemned inmates, he does not have the power to order the state Department of Corrections and Rehabilitation to shutter the death chamber or halt efforts to establish a lethal injection protocol, Scheidegger said.

Newsom is expected, in Wednesday morning remarks, to claim that his state's death penalty system is a waste of money and discriminates against the mentally ill and people of color.

A total of 24 inmates on California's death row have already exhausted their appeals.

"You can't make this up, Anderson", the governor said.

Newsom's reason for the executive order? After that, a future governor could decide to resume executions.

"The voters of the State of California support the death penalty", said ADDA President Michelle Hanisee, citing the 2016 failure of two ballot initiatives aimed at eliminating capital punishment and passage of another meant to speed up the process of approving inmates for execution.

The moratorium on the death penalty will last as long as Newsom holds office.

In 2014, support for the death penalty among Democrats dropped under 50 percent in Pew's polling, the first year in which that happened. "Their system has had multiple innocence issues and is overrun with issues of racial and socioeconomic bias", said Conservatives Concerned about the Death Penalty in a statement. The foundation is in favor of the death penalty and helped draft the 2016 resolution to fast track executions. I commend Governor Newsom for his decisive action today to place a moratorium on the death penalty in California.

"It's not supposed to be a weapon for blocking the enforcement of the law that the people have passed just because the governor disagrees with it", Scheidegger said.

California has executed 13 inmates since the U.S. Supreme Court reinstated the death penalty in 1976 and the state has the most people on death row in the country. Its death row has the most inmates of any US state.

California's death row is crowded with inmates, many of whom have been there for decades. Jerry Brown, another Democrat, agreed to some limited retesting of evidence in the case previous year.

Newsom has recognized the cruelty, the moral and fiscal costs, and the discriminatory nature of death sentencing in the state. "The disparities are really real and raw to me now, as I spend every week working on the issues of paroles and commutations and, substantively I see those disparities".
